I work in law and academia, mostly around international law. My work also includes computational research, course and programme design, educational projects, software, and academic institution-building.
Currently
Based at the University of Khorfakkan (College of Law). I teach in the Melbourne Law Masters programme (International Law and the Use of Force, LAWS70078, October 2026). I am Founding Director of the Access to Knowledge Foundation. Specific UKF administrative titles are recorded in the CV and will be stated here once institutional records are reconciled.
Academic work
Before Khorfakkan I spent seventeen years at the American University in Cairo, including as Chair of the Law Department (2011–2014; 2020–2025) and Director of the Ibrahim Shihata Memorial LLM in International and Comparative Law. Earlier academic posts include Lecturer and Academic Program Coordinator at Leiden University (Grotius Centre), and visiting appointments at Melbourne Law School and Central European University. Teaching and research centres on public international law, with related work in international criminal justice, legal theory and history, and law and technology.
Building + Advising
Alongside academic work, I have advised universities and other organizations on academic programme design, accreditation, institutional policy, educational technology, and software-enabled research and administrative systems. Public advisory work includes external higher-education accreditation for the Hellenic Authority for Higher Education, programme reviews for universities outside Greece, and curriculum-reform advising. Confidential engagements are not listed here; concrete public pieces of work appear under Projects when they can be described without breaching confidence.

Editorial + Professional
I am General Editor of the Leiden Journal of International Law (Editor-in-Chief 2001–2005; General Editor thereafter), and sit on editorial boards including the London Review of International Law and the Arab Yearbook of International Law. I served as founding Secretary General and founding Board member of the European Society of International Law.
